Warrant for December 1 Special Town Meeting Available

The Board of Selectmen voted to finalize and approve the Warrant for the Fall Special Town Meeting at their meeting on Monday, November 10. Special Town Meeting is scheduled for Monday, December 1, at 7:00 p.m. and will be held in the Murdock Middle High School gymnasium, 3 Memorial Drive, Winchendon.

The Warrant has only two articles.

Article 1 asks voters to approve the town imposing a local excise tax on short-term lodging (bed & breakfasts, hotels, motels, AirBnBs and so on) in town, at the rate of 6 percent. Town Manager Bill McKinney said that he was exploring sources of revenue for the town. Municipalities are limited in the local taxes and fees they're allowed to impose, but a lodging tax is one of them, and Winchendon has never had one. Vendors who operate lodging pay a tax to the state already. The state Department of Revenue told Mr. McKinney that if the town adopts a lodging tax now, it could realize almost a year's worth of revenue for FY26.

Article 2 is the reason for the Special Town Meeting: approving the debt exclusion for borrowing $16,632,499 for the Fire Station Addition and Renovation Project.

Paving on Central Street Begins Monday, Nov 10

A contractor for the Town of Winchendon will be reclaiming and paving a portion of Central Street from Maple Street to Jackson Avenue starting on Monday, November 10. The paving operations are expected to last two weeks. Please expect delays (and use alternate routes if possible). The contractor will keep one lane open to through traffic. Residents living in the section of operations will have access in and out of their driveways at all times.

DPW Will be Tidying Up Cemeteries

(September 11, 2025) -- The Department of Public Works (DPW) will begin removing any decorations, objects, or plantings that extend beyond the permitted space around cemetery monuments. Families and loved ones are encouraged to collect any items they wish to keep within the next month.

After this period, the DPW will temporarily place removed items outside the cemetery for an additional month to allow for retrieval. Any items not collected by the end of that time will be respectfully discarded.

This policy is necessary to ensure the safety of cemetery staff and visitors, maintain accessibility, and preserve the dignity of the grounds. We appreciate the community's cooperation in helping to keep the cemetery a safe and respectful place for all.

Applications Open for FY26 Senior Tax Work-Off Program

Once again this year, we are pleased to announce the Senior Work-Off program was approved at our Annual Town Meeting. This Senior Work-Off Abatement Program is allowing the Town of Winchendon the opportunity to utilize the knowledge and skills of its senior residents in exchange for credit toward the resident's property tax bill. The purpose of this program is:

To employ qualified senior citizens who will apply their earnings toward payment of a portion of their property taxes;
To increase senior citizen involvement in local government; and
To enhance municipal service by using the skills of resident senior citizens.

Qualified and income-eligible residents will accrue the Commonwealth's minimum wage per hour ($15.00 hr) toward a maximum credit of $1,100.00 per household during the fiscal year.

The criteria for this program is:

You must be 60 years old or older
Homeowner in Winchendon and occupy property
Annual income below $40,150 if single; or below $45,900 if married.

Applications for the program are now available in the Town Manager's office and on the town website at https://www.townofwinchendon.com/documentcenter/view/226, and will be accepted until the ten (10) slots are filled. There are different types of positions that are available depending on preference and qualifications of the resident and the needs of each department.

Types of past and current positions have been: Custodial services, clerical help for both School & Town, Library Aides, Senior Center Aides, Cable Station Operator, Bike Path Clean up, Painting, Light Outdoor Work and Classroom Volunteers.

Toy Town Trolley Now Running Later on Saturdays!

We've expanded service hours to help more Winchendon residents--especially those in need of transportation to warming centers, shelters, and essential services.

New Saturday Hours are 8:00 a.m. to 8:00 p.m.

Book ahead! Saturday rides must be scheduled by 3:00 p.m. on Friday.

    Board of Health Members Needed

    The Board of Health is seeking qualified members to fill recent vacancies.

    If you are a registered voter of Winchendon, please consider sending in your letter of interest to serve on this very important Board. This term will run only until the next Town Election in May, 2026.

    Duties & Responsibilities
    Winchendon has a five member Board of Health who work along with a Health Agent and Health Inspector. According to various statutes in the Massachusetts General Laws, the Board of Health is responsible for inspecting, licensing and enforcing regulations for recreational camps, food establishments, indoor ice rinks, public swimming pools, tanning facilities, body art establishments, and public lodging facilities. The Board is also responsible for enforcement of state regulations regarding housing as well as the disposal of solid waste and subsurface sanitary sewage disposal (Title V).

    The Community Connector
    Part-Time Driver

    The Community Connector is a microtransit system run by the Town of Winchendon and the Winchendon CAC. The Community Connector's mission is to provide dependable, reliable, and sustainable community-centered transportation for all persons to connect to economic opportunities, healthy food options, community resources, medical care, and essential services regardless of access to a personal vehicle.

    The Community Connector is looking for a part-time driver. The driver will drive a bus owned by our partner, MART, and will be trained by MART. The driver may also be required to drive vehicles owned by the Town of Winchendon and the Winchendon CAC. No CDL required for any vehicle. Drivers complete pick-ups and drop-offs scheduled for them by dispatch. Drivers may also be required to drive the Toy Town Trolley, a fixed route between Winchendon and Rindge, NH.

    Salary: $17.03/hour
    Hours: Mon, Tues, Fri 9-3. Must be available at least one Saturday a month. Other shifts when available. Up to 25 hours/week.

    Community Connector drivers:

    • Practice defensive driving and follow all rules of the road
    • Assist riders, especially seniors, getting in and out of vehicles
    • Must be able to lift up to 10 lbs (this includes walkers, stepstools and other items)
    • Inform dispatch and/or the transportation coordinator when any vehicle requires maintenance
    • Keep vehicles clean
    • Drive vehicles provided by the Community Connector
    • Complete driver training with MART
    • Shadow a veteran driver prior to their first shift
    • Are CORI checked by the Town of Winchendon
    • Have their driving record checked by the Winchendon CAC
    • Are drug tested and complete a physical with MART during onboarding

    • Must have a valid driver's license
    • Must have personal car insurance or non-owner car insurance

    Denise M. Moore

    DENISE M. MOORE
    January 26, 1951 ~ November 12, 2025 (Age 74)

    Denise M. Moore, a loving matriarch and beautiful soul, passed away on November 12, 2025. Born in Gardner, MA, on January 26, 1951, she was a woman of unwavering strength, reliability, and boundless love.

    Denise dedicated many years of her life serving as a receptionist at Nichols and Stone Furniture. Her reliability and warm personality made her a beloved figure in her workplace until she retired. In her retirement, Denise found joy in the simple pleasures of life. She was an avid reader and an artist at heart, her creativity often flourishing in baking, arts and crafts, coloring, basket making, and pottery. Shopping and thrifting were not just hobbies for Denise, but an opportunity to find a good bargain on items she would joyfully gift to others. Her generosity knew no bounds, often evident in her gift-giving nature.

    What mattered most to Denise were her grandchildren and great-grandchildren, whom she loved with every fiber of her being. Her love for family was evident from her thoughtful gestures to her warm, welcoming smile.

    Denise is survived by her loving partner Donald "Cookie" Bartlett of Gardner, her son Matthew Buzzell of Gardner and his children Madeline Buzzell, Evelyn Buzzell, Elisheva Buzzell, Clarence Buzzell and Joshua Buzzell, her son James Buzzell and daughter-in-law, Amy Buzzell and their daughter Isabelle Buzzell, of Phillipston, her son Nathan Moore and daughter-in-law, Vicki Seavy and their two sons, Chase Moore and Reicher Moore, of Florence, Alabama; great grandchildren, Carlos Perez, Isabella Perez, Romello Pullen; step daughter Lisa LaRoche and her husband Jack LaRoche of Gardner, her sisters Bonnie Bacigalupo of Gardner, Beverly Savoy of Indian Orchard, and Brenda LaFrenier of Winchendon, her two brothers Jeffrey LaFrenier of Warwick and Michael LaFrenier of Maine; and her half sister Holly Penniger, along with nieces and nephews.

    She is preceded in death by her parents, Kenneth and Thelma LaFrenier, her husband John Moore, and her daughter Lisa LaFrenier. As we remember Denise, we are reminded of a quote by Helen Keller, "The best and most beautiful things in the world cannot be seen or even touched--they must be felt with the heart". Denise Moore made us all feel loved, and for that, she will be forever in our hearts.

    Calling hours will be held on Wednesday, November 19, 2025, from 4 pm to 6 pm at Mack Family Funeral Home, Gardner Chapel, 105 Central St., Gardner.

    The funeral will be on Thursday, November 20, 2025, at 11 am at the funeral home. Burial will follow in Lower Cemetery, Phillipston.

    DONNA M. BICA
    August 5, 1944 ~ November 8, 2025 (Age 81)

    Donna Bica, a loving wife, devoted mother, and cherished grandmother, passed away peacefully, surrounded by her family at her home in Fitchburg on Saturday, November 8th, 2025.

    Donna was born and raised in Winchendon, MA. After graduating from high school, she attended Henry Hayward School of Nursing and later entered a career in banking. She was employed at Winchendon Savings Bank, Milford Co-op, IC Federal Credit Union, and Hillsborough Bank and Trust.

    Donna was a devoted sports mom; she loved bringing her sons to hockey and baseball games. She also enjoyed attending her grandchildren's sporting events.

    During retirement, Donna enjoyed golfing, traveling, cooking, and sharing a fine glass of wine with family and friends.

    Donna was the beloved wife of John "Jack" Bica, with whom she shared a lifetime of love and companionship of 61 years. Together, they built a beautiful family that was always the center of her world. She was the proud and devoted mother of John Jr. and his wife, Karen of New Ipswich, NH, and Thomas of Fitchburg, MA. She was also the adoring grandmother of Matthew, Alyssa, and Sarah, each of whom brought her endless joy. Donna was also the dear sister of Ann Webber and brother, Terrence Webber, with his wife Cynthia. She is also survived by her many loving uncles, aunts, nieces, and nephews.

    PEREGRINE WHITE
    October 29, 1926 ~ November 3, 2025 (Age 99)

    Peregrine 'Perry' White, 99, of Rindge, NH passed peacefully on Monday, November 3, 2025, at home.

    Perry was born on October 29, 1926, in Winchendon Massachusetts, a son of the late Ralph and Florabel (Wright) White. He was a graduate of the prestigious Lawrence Academy of Groton, Massachusetts. Post graduation, Perry followed a calling to join the United States Army Air Corps.

    Following his discharge, Perry became a very avid firearms enthusiast, proudly collecting guns and owning and operating his own shop, Perry White's Gun Shop, in Rindge. His interest in guns spanned over 60 years. Perry also was an avid Dodgers fan and was able to see them win two World Series in a row.

    Perry married the love of his life, Jean T. White, on June 6, 1970.

    In addition to his parents, he was predeceased by his beloved wife Jean White, his brother Redvers White, and two half-sisters Edith Scourtis and Debrah Whammond.

    Perry is survived by his nephew Bruce White, nieces Christine Delvecchio and Kathy Collinsworth, nephews James Segal and his wife Sonia Segal, Maricio, Ralph Tillinghast and his wife Anna, James Tillinghast and his wife Nancy and niece Sarah Coons and her husband Brian.

    Services will occur in the Spring and be announced at a later date.

    There will be a Celebration of Life held at Mr. White's residence on December 13, 1:00-4:00 p.m. at 11 Hampshire Road, Rindge, NH.

    SANDRA ANN "SANDY" BARROWS
    July 28, 1940 ~ November 13, 2025 (Age 85)

    WINCHENDON - With deep sadness, the family of Sandra Ann (Kittredge) "Sandy" Barrows announces her passing on November 13, 2025.

    Born in Fitchburg on July 28, 1940, Sandy was the daughter of the late Reginald and Jenny (Ptak) Kittredge. She grew up in Fitchburg and attended St. Bernard's High School.

    In 1967, Sandy married Everett Barrows in Fitchburg, and together they built a lively household filled with both chaos and love as they raised six children. The family later settled in Winchendon, where Sandy created a warm and welcoming home.

    For many years, Sandy devoted herself to being a stay-at-home mother, and later she worked as a seamstress with Delisle Fashions in Fitchburg until her retirement. Beyond her work, her life was enriched by simple joys and treasured traditions. She loved playing bingo, piecing together jigsaw puzzles, and expressing her creativity through knitting and crocheting. Each winter, her family could count on new hats and mittens lovingly made by her hands. She also delighted in camping trips, especially in the White Mountains of New Hampshire, where she found peace in nature's beauty. A good cup of coffee was always welcome, particularly when shared with her cherished grandchildren and great-grandchildren, who brought her endless happiness.

    Sandy will be remembered for her humor, her unfiltered spirit, and her willingness to always say what was on her mind—whether asked or not. Her smile, sass, and authenticity made her truly unforgettable.

    She was predeceased by her beloved husband of 39 years, Everett Barrows; her daughter, Diane (Barrows) Charland,; her grandson, Jonathan Davis and siblings Barbara Jacob, Tommy Kittredge, and Paula "Penny" Murach.

    Sandy leaves behind five sons: Keith Barrows and his wife Tracey, Jeremy Barrows and his wife Tracy, Leo Barrows and his wife Joan, Daniel Barrows, and Edward Hoover. She is also survived by her sister, Joan Rameau; her grandchildren, Lindsey Braga, Taylor Barrows, Austin Barrows, Alec Barrows, Mitchell Charland, Jackson Charland, and Tim Davis; and great-granddaughters Lily Zaccardi and Lola Braga.

    Sandy will be deeply missed and lovingly remembered by all who had the good fortune to know her.

    A calling hour will be held from 10 - 11 a.m., followed by a funeral service at 11 am on Saturday, November 22, 2025, at Stone-Ladeau Funeral Home, 343 Central Street, Winchendon, MA.

    Jeannine L. Whitaker

    JEANNINE L. WHITAKER
    May 15, 1947 ~ November 13, 2025 (Age 78)

    Jeannine L. Whitaker, of 71B Hyde Park Drive, passed away peacefully on Thursday, November 13, 2025 at Heywood Hospital, surrounded by her loving family.

    Born May 15, 1947, in Jaffrey, New Hampshire, Jeannine was the eldest daughter of the late Wilfred and Marriete Bussiere. She spent most of her life as a resident of Winchendon, Massachusetts. Jeannine graduated from Murdock High School in 1965 and cherished her lifelong friendships with her "lunch bunch". Everyone who knew her could feel the love she shared with her family and friends.

    In November 1965, Jeannine married her sweetheart, Bruce Whitaker who predeceased her in 2020. Together, they built a loving family and shared many cherished memories. They were married for 55 years. They spent most of their time away at the camp on Lake Mopang in Maine, enjoying fishing and trail riding. Jeannine was always a good sport, accompanying Bruce on many hunting trips.

    Jeannine worked for many years as a preschool assistant teacher at Rainbow Stew, where she touched the lives of many families with her kind and generous spirit. She was affectionately known as "Memere" to many of the children who attended and left a lasting impression on all she taught. A lifelong parishioner at Immaculate Heart of Mary Church in Winchendon, Jeannine was a devoted Catholic and active member of her faith community. Jeannine was an avid New England sports fan, and enjoyed many Patriots games with her brother, Keith.

    Jeannine is survived by her four children: Christine Betourney of Lithonia, Georgia; Julie Lashua and her husband, Michael of Winchendon; Pamela Saulnier and her husband, Steven of Winchendon; and Thomas Whitaker and his partner Jacki, of Wasilla, Alaska. She was a proud grandmother to ten grandchildren: Eric Saulnier and fiancée, Alaina, Cassandra Betourney, Scott Betourney and his partner, Alex, Macy Saulnier and her fiancée Brandon, Maggie Tetreault and her husband Zachary, Erica Lashua, Thayer Whitaker, Kaya Whitaker, Olivia Webb and Kai Whitaker. Her great-grandchildren--Tyson Lauletta, Lukas Lauletta, and Carmen Saulnier held a special place in her heart.

    She was the oldest of ten siblings and is survived by sisters Suzanne (Dwayne) Schaefer, Doreen (Dick) Ames, Denise (Alan) Thibault, Brenda (Fred) Klinger, brothers John (Marilyn) Bussiere, Keith (Darlene) Bussiere, Michael (Barbara) Bussiere, as well as numerous cousins, nieces and nephews.

    She was predeceased by her brother, Raymond Bussiere and sister, Nancy Duffy.

    A Mass of Christian burial will take place on Saturday, December 6th at 11:00 AM at Immaculate Heart of Mary Church, 52 Spruce St.,Winchendon.
