Select Board Holding Public Hearing on Conserving 1100-acre Property, Monday November 27


The Winchendon Select Board has scheduled a public hearing to inform the public and hear citizens' feedback on the question of whether the town of Winchendon should exercise its Right of First Refusal in the sale of a 1100-acre property on the northeast border of Winchendon and Ashburnham. The hearing will be on Monday, November 27, at 6:45 p.m. in the Town Hall 2nd Floor Auditorium, 109 Front Street.

As previously reported by the Courier, this property has been under Chapter 61 which qualifies an owner to pay lower taxes on land desigated forestry land. When a proposed sale of Chapter 61 property involves a change of use, the town must be notified, and has the Right of First Refusal to purchase the property at the same terms of sale. The town may exercise its right and convey the right to a conservation organization which will then purchase the property. A public hearing is a required part of this process.

The interested commercial buyers of the property, Longroad Energy, propose developing it into a very large "solar campus" with multiple solar arrays positioned in areas that are not designated wetlands. The "solar campus" will extend into approximately 200 abutting acres in the town of Ashburnham. (For those who are interested, the Ashburnham Select Board has scheduled a hearing on Monday, December 11.)

Conservation organizations Mass Audubon and Mount Grace Land Conservation Trust are asking for the Right of First Refusal to be conveyed to one or both of them so they can buy the property and conserve it.

Winchendon is a town brimming with cottage industry. Attend any local vendor fair around these parts, and one is astounded at the number and creativity of our small entrepreneurs.

As entertaining as they are, one doesn't have to wait to find that unique treasure during the limited hours of a vendor fair. This week, as we approach Small Business Saturday on November 25, we turn our attention to your local enterprises that have invested in a "brick and mortar" presence: those shopkeepers that are filling out the storefronts around Winchendon. Have you been downtown lately? Have you noticed some of the new and not-so-new "shingles" hanging in front of buildings you may not have entered? It's time to explore. Grab a friend or two, or pack up your curious kids, and head out on your own "craft crawl."

We'll highlight six very different local businesses within Winchendon's borders. While all of them offer a variety of products and services, we will focus on those products that are hand-made. The rest you will discover when you visit.

Let's start at the north end of Central Street at Not Just Produced (290 Central Street). Opened by long-standing Winchendon resident Beth Hunt in 2016, "NJP" is known for its front-store selections of produce and deli offerings. Venture out back, however, and you will find another room of equivalent size brimming with curiosities: vintage goods, antiques, and over 12 vendors selling handcrafted items. Browse slowly. Thistle & Thyme, based in Fitzwilliam, hand-crafts creams, bath products, and other toiletries. Artist Mark Lore of Gardner produces lovely greeting cards with colored sketches of historic buildings and natural scenes in and around Winchendon. Pammy's Crafts from Ashburnham sews fleece pillows and throws featuring your favorite Boston sports team. Wood workers create models of the Toy Town Rocking Horse, small furniture, and inlaid cutting boards. Pick up an adorable crocheted sweater and cap set for the latest addition to your extended family. Embroidered kitchen towels can be customized with your favorite family recipe stamped on the back. Our second stop is a few doors south at To Each His Own Design (172 Central Street). Established in 1991 by Winchendon resident Michelle Comeau, Design was, and is, predominantly a florist, known for its artfully crafted custom floral arrangements. However, when Michelle expanded to her current location a few years ago, she was able to stock a large selection of gift items. Stop in here to order a fresh centerpiece or arrangement reflecting your table size, color palette or favorite in-season flowers. While there, peruse the attractive displays of cards and gifts. The highlight of this stop may well be the chocolates: European-styled but handcrafted right here in Massachusetts. You can choose from a prepackaged assortment or select your quantity and combination, and they will happily gift-package it for you. Be sure to treat yourself to at least one piece before you leave. Continue down Central Street until you reach Appleberry Fabrics. Undeterred by COVID, proprietor Robin Brisson opened her Winchendon store during the pandemic, and hasn't looked back. The store is brimming with yard after yard of colorful fabrics suiting every color, pattern, theme and season. Initially a destination stop for quilters, Appleberry has rapidly evolved to accommodate the interests of a much broader clientele. Robin is seeing more "sewists"--those making their own crafts for sale or personal use, and those creating cosplay costumes. However, if you think this is a shop for serious seamstresses only, think again. Robin carries kits for make-your-own table runners, tea towels, napkins and totes. Some come with pre-cut pieces and can be hand-stitched without the need for a sewing machine. Patterns and books carry instructions spanning the most basic to professional-level creations. Recent additions include embroidery and cross-stitch kits. Robin will readily give you tips and guidance on starting a project suited to your own (or your kids') interests and abilities. Our fourth stop at the far south end of Central Street is the Mystical Magical Marketplace (48 Central Street) run by medium Bonnie Paige. Bonnie opens her appointment-only shop on the first Saturday of each month for a psychic fair. Stop in and soak up the calming atmosphere and pretty décor. Bonnie makes her own soy-based intention, or affirmation candles. Used for meditation, these carry messages, and are lit with a specific purpose in mind. Our last two stops require a short drive. Let's next head north on Route 202. Turn onto Monomonac West right before the New Hampshire border, and you'll find yourself at Toy Town Stained Glass (36 Monomonac Road West). In 2015, artist and owner Debbie Paquin converted the ground level of her home into a show room, artists' supply center and workshop devoted to stained glass creations. Aspiring or established stained glass artists can enroll in Debbie's classes, and buy all of their supplies from the extensive on-site inventory. No waiting or shipping fees here! The rest of us can purchase from the lovely collection of Debbie's finished works in the entryway showroom. Unique décor pieces include bowls, window hangings, fan lights, night lights, garden ornaments, holiday ornaments, hummingbird feeders...the list goes on. Our sixth and final stop is on Route 140 en route to Gardner, at the intersection of Teel Road. Ruschioni's Flowers and Gifts (59 Gardner Road) opened as the Homestead Market several years ago. This family-run business first served as an extension of the Ruschioni's farm, selling produce, home-made foods and gifts. The flower business and name change occurred earlier this year. Here you can find a wide variety of eclectic and creative gifts. In addition to their own versions of natural personal-care products and soy candles, eclectic choices include decorative fire starters (that look deceptively like edible cupcakes) and table placeholders. The goat's milk fudge is a frequent sell-out. Every tabletop offers something different. Our treasure hunt has come to an end, but don't let your exploration stop with one "crawl." The refreshing aspect of small shops is that they keep trying something new. What you see today will change over with the seasons and continued creativity. Traffic begets traffic. When others see you entering a store, they ponder, "Hmm, there must be something interesting in there...maybe I'll check it out." Let's keep shopping in Winchendon. Start Your Holiday Shopping Season with Small Business Saturday at the Winchendon Community Hub


This Saturday, November 25, "Makers Alley" will launch in the Winchendon Community Hub at 5 Summer Drive with a special event for Small Business Saturday. From 10:00 a.m. until 2:00 p.m., you're invited to come support local makers and entrepreneurs as part of the Buy Local Winchendon initiative. The bowling alley will be open, and the youth-run Sunshine Café will be vending drinks and snacks.

Starting on December 9, Makers Alley will be open every Saturday at the Community Hub as a "winter market" for vendors to sell their work indoors, without worrying about the weather. Many of these vendors are familiar to Winchendonians from the summertime Winchendon Farmers Market on Pleasant Street.

UUCW's Annual Spirit of Christmas Toy Drive on "Black Friday" November 24

Every year the Unitarian Universalist Church of Winchendon helps the Winchendon Fire Department annual toy drive with a collection run on the Friday following Thanksgiving. This year our "elves" will be standing out front on November 24 from 10:00 a.m. to 1:00 p.m. Look for the brightly colored hats and holiday music provided by DJ Kayden Gordon. Shoppers can drive right through our front circle and deposit new (or like-new) gifts, cash and gift cards into their waiting hands. Your contribution will make someone's Christmas a little brighter! The Zoning Board of Appeals Needs You!

...and so do your neighbors. Without a quorum on the ZBA, projects requiring approval can't go forward. The ZBA currently needs two members and one alternate member.

The Zoning Board of Appeals meets once per month, on the third Wednesday of the month, contingent on there being business for them to consider. Board members are appointed by the Select Board and the term is three years.

Winchendon Energy Program Announces New Reduced Rate

The Town of Winchendon has signed a twenty-four month contract with its current supplier, Constellation NewEnergy. Beginning with the December 2023 meter reads, the Winchendon Community Choice Power Supply Program will have a new rate of $0.14965 per kWh. Winchendon Community Hub and the United Way Team Up for Fall Food Drive

The Winchendon Community Hub is teaming up with The United Way of North Central Massachusetts for the Fall Food Drive, "Gathering to Give: Harvesting for a Cause," from October 1 to December 12, 2023, and we need your help! Goods will be distributed December 12 and 13. You can help feed those in need by donating packaged stuffing mix, cranberry sauce, gravy, vegetable oil or rice.

Ingleside Woods Disc Golf Course Now Open!

The Ingleside Woods Disc Golf Course at the Winchendon Community Park (86 Ingleside Drive) is now open to the public. This friendly 3-hole course, which is situated in the woods of the Winchendon Community Park, is meant to be fun and challenging for players of all types. The entrance to the course can be found across from the parking lot, and is marked with a sign. We hope you and everyone that you bring enjoy.

Without this small community of people, this volunteer project would not have made it to this point. With that, this is just the beginning of our disc golf adventure, as we are working to finalize a design for 18 holes. The hope being we will have another half dozen completed by the end of the year. Additionally, we will be working with the Beals Memorial Library and Disc Golf 978 to establish a "disc rental" program so new players can try the sport without having to buy discs. More info to come in the coming weeks.

As you enjoy this course and the property as a whole, remember the general rules of disc golf: respect each other, respect the environment, teach one another and above all else, have fun!

Need a Ride to a Medical Appointment, but You're Not a Senior? The CAC Can Help!

In partnership with the Winchendon Senior Center the Winchendon CAC will provide Winchendon Residents under 55 medical rides! Rides will be available Monday - Thursday between 8:30am and 4:00pm. We need you to provide us with a minimum of a one week notice in order for us to facilitate this ride! Appointments need to be located in the North Central Mass area. FY 23 Senior Tax Work-Off Applications Now Available!

Once again this year, we are pleased to announce the Senior Work-Off program was approved at our Annual Town Meeting. The Senior Work-Off Abatement Program is a program allowing the Town of Winchendon the opportunity to utilize the knowledge and skills of its senior residents in exchange for credit toward the resident's property tax bill. The purpose of this program is:

  • To employ qualified senior citizens who will apply their earnings toward payment of a portion of their property taxes;
  • To increase senior citizen involvement in local government; and
  • To enhance municipal service by using the skills of resident senior citizens.
Qualified and income-eligible residents will accrue the Commonwealth's minimum wage per hour ($13.50/hr) toward a maximum credit of $1,100.00 per household during the fiscal year. The criteria for this program is:
  • You must be 60 years old or older
  • Homeowner in Winchendon and occupy property
  • Annual income below $40,150 if single; or below $45,900 if married.
Applications for the program are now available in the Town Manager's office or on the town website, and will be accepted until the eight slots are filled. There are different types of positions that are available depending on the preference and qualifications of the resident and the needs of each department. Types of past and current positions have been: Custodial services, clerical help for both School & Town, library aides, Senior Center aides, cable station operator, Bike Path clean up, painting, light outdoor work and classroom volunteers. Senior Center Seeking Food Donations

We've been so successful we need your help. We love helping our seniors, so now our Food Pantry is running low. If you can do it, we'd love your help replenishing it with such commodities as: Hormel 'Compleats' meals; Chef Boyardee ravioli, spaghetti & meatballs, etc; applesauce; canned vegetables; juice boxes; Ensure; spaghetti sauce; Cookies; Crackers; small (individual) packages of cereal, etc. And anything you think would help. Send a Letter to Santa via Parks & Recreation

Parks & Recreation is hosting a Letters to Santa fundraiser!

We will be selling Letter to Santa kits for just $5. They include stationery, a Christmas pencil, a mug, hot cocoa mix and a candy cane. We hope you enjoy these treats while you sit down to write your letter to Santa. We will also have special mailboxes around town that get picked up to be delivered directly to the North Pole! Kits can be purchased in the Recreation Office (Town Hall first floor, 109 Front Street) starting November 20, or during any of our events of the Festival of Lights on December 2!

Winchendon Parks and Recreation is seeking local businesses to participate in their first ever "Cookie Crawl" on Saturday, December 2 from 9:00 a.m. to 2:00 p.m. Businesses would provide a homemade (or baker-bought is fine also) holiday cookie free to anyone with a ticket. You can also offer other refreshments such as cocoa or cider if you wish. This event will bring people into your business and build community partnerships while spreading holiday cheer.

WPD Offering RAD Self-Defense Class for Women

The Winchendon Police Department will be offering a R.A.D (rape aggression defense) class starting in November 2023. Free to all women.

No prior experience is needed as we will teach basic skills that can be applied by everyone. Class size is limited to 20 so sign up early with a dispatcher at the Winchendon Police Department.

Dates: November 27-29, December 4 and 6

Attendance to all four classes is required for successful completion. Age requirement is 14 years old accompanied by an adult/guardian with a signed permission slip.

Time: 6:00 p.m. - 9:00 p.m.

Location: The first class will be held at the Winchendon Police Department in the training room. The remaining classes will be held at the Memorial School in the gym.

Healthy Meal Kits for Local Families

The Winchendon and Gardner CACs are both recipients of the biggest coordinated local produce distribution effort our region has ever seen thanks to Growing Places. With a Local Food Purchase Assistance USDA grant administered by the MA Department of Agricultural Resources, Growing Places (GP) and regional partners have launched a year-long program distributing free boxes of produce ($40 and $50 value) weekly. GP will pack and distribute 212 boxes weekly, with 80 going to Gardner and Winchendon CACs! This equates to about 2,000 pounds of local produce JUST to Winchendon and Gardner every week! Farmers are receiving retail prices for their produce, making this a huge win for our region's food economy and our residents. To sustain this boost in the local food system, HEAL partners will work to transition box recipients to GP's SNAP/HIP-eligible home-delivered produce program. All box recipients will receive a sheet on the benefits of buying local, a recipe, SNAP/HIP information, and a CSA enrollment form.

2023 Street Lists Available

The 2023 Town of Winchendon Street List of Residents is now available at the Town Clerk's office in Town Hall, 109 Front Street. Cost is $11.00 each, $8.00 for seniors.

2023 Dog Licenses Now Available

2023 Dog licenses are now available on-line, in person, mail, or dropbox. Spayed and Neutered are $10, Non-spayed and Non-Neutered are $20. Please provide a valid rabies certificate with payment. If purchasing on-line, please email rabies certificate to wstevens@townofwinchendon.com
After May 1, a $20 late fee will be assessed.
After June 1, an additional $50 failure to license fee will be assessed.

Is Your House Number Clearly Visible from the Street?
The Winchendon Fire Department reminds all residents to make sure their house number is clearly visible for first responders who may need to find you. Numbers should be at least four inches high and facing the street, with lighting if possible. Put numbers on a contrasting background so they will stand out. If your driveway is long, put the number on a mailbox or pole on the street or at the end of driveway, facing in both directions. (Reflective numbers are helpful.) Check your house numbers to make sure foliage has not grown up in front of them without your being aware of it.

Winchendon Town Hall & Transfer Station Now Accepting Credit/Debit Payments

We are excited to announce that the DPW, Treasurer/Collector's Office and the Transfer Station can all now accept in-person credit and debit card payments. This means next time you need to purchase or pay for:
