Eagle Scout Project Graces Legion Park with New Monument and Flagpoles

All were welcome at Legion Park, next to Town Hall and the Beals Memorial Library, on Saturday afternoon, April 19 to see Mike Fetzner, a Life Scout in Winchendon's Scout BSA Troop 193, unveil the Eagle Scout project he has completed after months of work. The weather was beautiful and the ceremony was moving and inspiring.

The project is named "Flags of Honor" and is a memorial to veterans and actively serving military personnel, Mr. Fetzner explained. It consists of a low stone monement flanked by two flagpoles.

Before the event started, Mr. Fetzner talked briefly with the Courier about what inspired him to choose this as his Eagle Scout project.

"I originally got the idea by the American flags on Central Street," Mr. Fetzner said. "I always used to see those every summertime, springtime and falltime when I used to come around. So I was thinking, and I wanted to replace and fix up those." He contacted the American Legion, but was told that the flags are taken care of by a separate organization. "So I'm like, Well, how can I contribute? Well, veterans mean a very big cause to me. So in order to tie the American flags to this monument, I wanted this monument to be a representation of, when you see those American flags, don't only remember those who fought, those who came home, but those who didn't come home and those who are currently still serving. So it is a very big veterans memorial to me, and veterans have a very special place in my heart, so I definitely wanted to dedicate this to not only veterans in our town, but our nation."

Mr. Fetzner said he has several veterans in his family. "My grandfather on my mom's side was a World War II Coast Guard captain, and then my father's dad served in the Army in Korea. So I have a few veterans, and then a few of my cousins are also in the service. And then I'm also thinking of going into the United States Marine Corps."

Mr. Fetzner said that he started last August with a fundraising push that ran for five weeks and raised almost $4,000. The project itself came in at about $3,400 and the rest of the funds will be conveyed to the project beneficiary at the American Legion, Ken LaBrack. Mr. LaBrack helped with the project since last August.

Most of the early work was fundraising and planning, Mr. Fetzner said. Last October, he began working on the groundwork for the stone. The two flagpoles were put in around December before the snow started. This spring, he said, "I just did a nice park cleanup. So I raked. We edged the sidewalks. We cleaned up most, if not all, the acorns that we could, sticks, trash, debris left over from the winter. We hauled all that off, got it all taken away from the park, and here we are now to a nice, clean environment."

Only a few weeks earlier, every inch of the park was strewn thickly with leaves, branches, twigs and other debris left by winter's windy storms and finally revealed by the melting snow. The park is now pristine.

At least twenty people attended the event, including Board of Selectmen Chair Rick Ward and Finance Committee member Dr. Maureen Ward. At 2:00 p.m., Mr. Fetzner gathered everyone together for a brief talk before the official unveiling.

Mr. Fetzner thanked all those who helped make the project possible through generous donations of materials, time and effort. Powell Stone & Gravel donated crushed stone, matting and stakes for the monument's setting, and delivered it all free of charge. Zeus Flagpoles, in Fitzwilliam, NH, donated one of the poles and flags along with two replacement sleeves for the poles. Winchendon Department of Public Works helped throughout the project, dug the foundations for the flagpoles and poured the foundation for the stone monument. T S Mann Lumber Company in Athol gave Mr. Fetzner "a generous price" on the engraved stone and its installation.

Mr. Fetzner also thanked all his fellow Scouts and the Scout leaders who volunteered time and sweat to help fundraise, clean up the park and build the project, including "Bob and Trent for helping me pour the foundations for the flags as well as help get them plumb once installed." A special thanks went to Trent who "helped, guided and constantly checked in to help me with my project, as well as put in a lot of hours volunteering to help work on the project."

Members of Troop 193 raised the American flag on one of the flagpoles as everyone present stood at respectful attention. Mr. Fetzner then explained, "the second pole is for the POW MIA flag" which held a special meaning for him. "I wanted to make sure that flag was a part of my project so that no veteran missing or being held against will goes unnoticed." We should not only show gratitude to those who served and came home, but keep in our thoughts and prayers those who didn't, he said. He asked everyone to hold a moment of silence for those killed, missing, or prisoners of war. The POW MIA flag was raised by members of Troop 193.

Finally, Mr. Fetzner removed the heavy cloth cover from the shining black stone monument. Everyone applauded as the stone caught the afternoon sunlight.

Mr. Fetzner's current rank of Life Scout is Scouting's second highest rank. It is awarded when a Scout serves actively in a troop, serves in a position of responsibility for six months and performs six hours of community service, as well as earning five merit badges on top of six required badges already earned, for a total of eleven. One of the required badges is First Aid. A Life Scout must also pass a Scoutmaster conference and a board of review.

Attaining the rank of Eagle Scout involves earning a total of twenty-one merit badges, an overall demonstration of Scout Spirit, service and leadership, and an extensive service project that the Scout plans, organizes, leads and manages. It must be completed before the Scout turns 18. Mr. Fetzner is in his junior year at Montachusett Regional Vocational Technical School.

Asked if there was anything he'd like the public to know about the park and his project, Mr. Fetzner said, "Mostly what I would like them to know is to not only thank a veteran, but keep those in your heart and in your prayers and in your mind, those who did not and were not able to make it back. Not only are they gone away and did not come home, but they need to be remembered and kept in spirit."

BOS Approve Proposed Water, Sewer and Transfer Station Fee Increases for FY26


At the Board of Selectmen's meeting on Monday, April 14, Department of Public Works Director Bran Croteau came before the Board with proposed rates for Fiscal Year 2026. "In order to have the Fiscal 26 budget work, we need to have rate adjustments on the water, sewer and transfer station rates that are currently in effect," he said.

"The current water rate is $8.07 per 100 cubic feet," Mr. Croteau said. "With the addition to the water line that was installed, that's the main feed for the town, and with the taxpayers wanting the water users to pay 100 percent of that fee, it would cause an increase on the water rate. The proposed fee is $9.77 per 100 cubic feet."

The wastewater or sewer rate would increase from $11.88 per 100 cubic feet to $12.50 per 100 cubic feet. Transfer station costs would increase as follows: large trash bags from $4.25 ro $5.00; small trash bags from $2.25 to $3.00; stickers from $75.00 to $85.00; disposal fee for demolition materials from $2.05 per ton to $2.30 per ton.

"This would allow us to fund the current budget that occurred in currently in place," Mr. Croteau said. "I'd like to remind people that the state is currently watching the water and sewer rates, so if we don't move on this, they're going to move on it for us. I don't want them coming in and moving on it, because they're going to be a lot more aggressive than what we are currently. Right now, we've dwindled everything in the budget that is non essential. We're not replacing lines like we should, because we currently don't have the money to complete that."

These departments are all Enterprise Funds which are self-sustaining, with all expenses paid for by user fees or ratepayer fees, not from taxes.

Board member Audrey LaBrie said, "I came on the board in 2015 and at that time, the rates had not been raised by the previous board for X number of years. So we did start taking a look at that a year ot two in, and we've done the best we can, I believe. So a couple of comments. Number one, in the past, we've voted on these water and sewer increases, and we had all the all the documentation before us. I want to see usage. I want to see history. I'm not ready to vote on this tonight, because I need that supporting documentation." She suggested going back to the last study done and look at what their projections for the future were then.

Mr. Croteau said, "The study that we completed, I believe it was two years ago at this point, is not even valid at this point because of the cost of inflation."

Ms. LaBrie then turned to the cost of the water main. Saying that she had private water and septic that she'd had to replace she said, "so, part of me says the users pay for it. The other part of me says, As a member of this town, Town Hall uses water. The schools use water, the libraries use water. So even though I'm not on the water system itself, I am willing to pay part of that expense to cover the cost of building that main for the good of the town. And I don't know whether there's other people out there who believe that. You said taxpayers wanted the users to pay for all of it. I don't know if that's actually been determined...I do know that everyone in town, private or public water and sewer, benefits from having a water system in town. Without them we wouldn't have anything in town. We would be a dust bowl. So how we how we address that?"

Board member Melissa Blanchard said, "My concern is the water we're paying for. There's a lot of places that aren't metered, and the people with meters are paying this fee. How are we getting metered for this town, the money you're getting charged for the cubic feet of water coming to town, is there a meter that comes into Winchendon? And where is that meter located?"

Mr. Croteau said, "That meter is currently going to be brand new. It's installed now. It's going to be going live by the end of the month, it's at the town line." He and the Town Manager were negotiating with the joint Water Authority to change the formula for metering the water between Ashburnham and Winchendon that's been used for the last 40 years. The water has been metered as it leaves the plant in Ashburnham, and then the Ashburnham users were deducted from the total. Winchendon wants to pay only for water from the meter at the town line that actually is entering the town.

Ms. Blanchard agreed, "I lived for 17 years in Far Hills Association, and I know that I had no meter for 17 years, and everybody in that community has no meter, and they're all off of the Winchendon line."

Mr. Croteau said that no homes in Winchendon are unmetered. They're working on replacing the meters. "The meters are failing. We're trying to get into the houses to replace the meters. There's currently meters, the electronic portion, the batteries are dying, so it doesn't transmit out, but the meter in the basement, on the current meters, is still recording what is being used, so that'll that'll be collected once we're able to get in and swap out the meters. We've tried one round of letters. They're knocking on doors right now, and as we go, the letters are going to get more and more aggressive." Ultimately they can shut off the water to the building.

Ms. Blanchard mentioned the major water line break last year, when the town was losing a million gallons a day of water which Winchendon was paying for. She said that should make a difference in how water the town showed as using this year. Mr. Croteau said that wouldn't impact the bill.

"We currently are very, very interested to find out what happens when we go to the new line compared to the cross-country line," Mr. Croteau said. "I'm hoping to have answers this week, because that's what keeps me up at night, is us not having water and us having a break within that cross country. And there's no way to know where the line is or to even get equipment out, because part of it's underwater now. When it was installed. I don't know if that was the case, but in today's time, once that line goes live, which is slated for tomorrow, we should see a drastic difference."

He added, "We want to reduce costs as much as we can. We're doing everything within our power to do that. It's very tough to find some of these leaks because we have 120-130 miles of main, so it's there's a lot going on."

Ms. LaBrie said, "I would like to see how much it costs the town to provide water and sewer to all the town buildings." She went on to say she's like to know what would be involved in adding a line on the tax bill of residents with private water and septic to pick up a portion of the cost of providing water and sewer to town buildings. Mr. McKinney said that every department has budget lines for its water and sewer usage.

Mr. Croteau asked if the Board could vote on the proposed Transfer Station fees even if they wanted to table the water and sewer fees. The new Transfer Station fees would take effect on July 1, except for the stickers which come out in May. The only other town approved to use Winchendon's transfer station is Templeton, and its residents pay the same fees, Mr. Croteau said. The town of Templeton pays $7,500 in administrative fees. Mr. Croteau said they've approached other towns about regionalizing with Winchendon for trash and recycling, but Winchendon's neighbors want to keep their own arrangements. "I was booed out" of Royalston, he said.

The Board voted to approve the proposed Transfer Station rates for FY26. Going back to the water fees, Mr. Croteau explained the DPW fees and how they would increase. The hydrant flow test ("I'll be completely honest, I haven't used it in ten years," Mr. Croteau said) would increase to $775. Water tie in to a newly constructed building would increase to $910. This would be paid by the developer. The tap fee, during normal business hours, would go up $300. Mr. Croteau said he's added a fire sprinkler tie-in fee which wasn't previously in the schedule.

Broken seal tampering, Mr. Croteau explained, is "when a homeowner removes a meter, puts a straight piece of pipe in and physically steals water. We caught one on Eagle road. It was a foreclosure. The bank was charged $3,000, it's basically water theft." Ms. LaBrie suggested that the fee for this be doubled. Mr. Croteau said, "I don't have a problem with that. They're doing something illegal."

Mr. Croteau said that his only comment on the sewer rates is a change for properties with multiple units, because there were some properties being looked at for housing. "The previous tier structure only went up to four-family. I didn't feel that was appropriate, if they're looking at some of these old mill buildings and they're looking to put 20 or 40 or 60 units in. And that's why I broke it down to, anything above a four-unit is charged an additional $2,200 per unit to help the Enterprise Fund. These people are going to be putting 20 or 30 apartments, and it should be part of the fee structure."

At the same time, Mr. Croteau said, he didn't want to go too high because the town wants new development that will bring in additional tax revenue, and a really large complex would probably have to pay to increase the size of the sewer lines in the street.

"I did add a line item. There's been a lot of work done by contractors that are not approved, and I feel that it's our responsibility to protect the homeowner," Mr. Croteau said. "They may not know what to be looking for. So I added a normal hours and an after hours inspection fee for on-property sewer inspections, so that it protects the people within the community."

After some discussion about estimating future use, the Board voted to approve the proposed water and sewer fees. The water and sewer user rates remain to be discussed further at the next BOS meeting.



Beals Memorial Library Bookmark Contest

Calling all artists ages 3 to 18! The Beals Memorial Library is seeking creative designs to help us gear up for the 2025 Summer Reading Club by designing a bookmark that reflects this year-s theme of "Level Up at Your Library". Winning designs will be printed and distributed throughout the summer as this year-s official Summer Reading Club bookmarks and each winner will receive an additional prize from the Friends of the library!

The library is accepting entries of original artwork from April 22 through June 16. One winner will be selected from each of the following groups: Ages 3 to 5, Ages 6 to 8, Ages 9 to 13, and Ages 14 to 18. Only one entry per person is permitted and all entries must be original artwork only. The designs should reflect your interpretation of the theme, "Level Up at Your Library", and may be created using crayons, colored pencils, markers, and/or acrylic paint. Please avoid using fluorescent or neon colors. Computer generated designs will not be accepted. Designs may run horizontal or vertical, but all entries must be clear and reproducible.

Winning bookmarks will be announced at the Summer Reading Club Kick Off Party on Thursday, June 26. The four winning entries will be printed and distributed, and all entries will be displayed at the library for visitors- viewing pleasure throughout the summer. Entry forms are available at the Beals Memorial Library or can be downloaded from our website at bealslibrary.org/bookmark.

An Open Letter to the Courier's Readers

There is an override vote coming up in the town of Winchendon, and because of this there has been a lot of interest from the taxpayers about how the various town departments are spending their money and whether it's being spent wisely.

At the Beals Memorial Library we have a total FY2025 budget of $268,000. Voters may be surprise to learn that that is about $380,000 less, on average, than other libraries of our population size in North Central Massachusetts.

Of the $268,000 in the Beals Library budget, $199,540 goes to wages for five library staff members and one custodian. As Library Director I earn $72,040 annually, which is about $12,500 less than other directors in North Central Mass towns of around Winchendon's size.

Also on the personnel side of the budget is $4,300 set aside for wages when staff covers for vacation and sick time. In addition, there is a total of $3,885 to cover the union negotiated longevity payments, paid annually to employees for their years of service to the town.

The other portion of the Library's budget of $62,075 covers the operational expenses to maintain our 112 year-old building and to acquire new library materials (books, DVDs, etc.). This includes the costs of electricity, fuel oil, water & sewer, building repair, computer maintenance, copier expenses, contractual services (our network fees), office & janitorial supplies, acquisitions, subscriptions, and book processing.

It is important to note that I watch these expenses carefully to make sure we do not go over budget on any of these line items, and in the almost nine years that I have been Library Director I am proud to say that we have never had to go back to the town to ask for more money to cover our expenses.

It's also important to know that the Library does not have a line item for programming. Every year we bring dozens of cultural and education learning experiences to community members of all ages. The money for these programs is generously provided by the Friends of the Library, who volunteer many hours to raise money for a Library they love. The Winchendon Cultural Council also provides grant funding for many of our programs. Mass Cultural Council funds are distributed to cities and towns by the state, and come from the money you spend locally on lottery tickets, and not from your taxes.

Beyond the budget appropriated each year at Town Meeting, the Library also goes after grants to further supplement the funds we get from the town. Last year we received over $25,000, money that helped to grow our collection, programs, services, and to make our physical space more comfortable and welcoming. Funders included the Winchendon Cultural Council to provide cultural and educational programs, and the American Library Association to continue our nationally recognized See Beyond the Spectrum Autism Inclusion Initiative which supports autistic, neuro-divergent, and special needs individuals and their families. It also included funds from the Robinson-Broadhurst Foundation who, along with monies raised by the Friends of the Library, paid for our new, ADA compliant circulation desk.

Because the Beals is certified by the Mass Board of Library Commissioners, we receive a little over $37,000 in State Aid to Public Libraries, money that is critical to the overall operation of the library. It pays primarily for library materials like books, DVDs, etc., but also for programs, equipment and services that the Library would not be able to afford otherwise.

For every dollar invested in the library, the town receives much more in return. To put it all in perspective, it's important to know that the entire library operating budget represents less than three quarters of one percent of the total town budget, and that for the average taxpayer, funding the library for one year amounts to about the same price of one new book if purchased at a retail book store.

It's been said that "No one goes to the library anymore", but nothing could be further from the truth. In 2024 the Beals had 21,864 patron visits, 2,682 people attended our programs, we circulated 23,268 items, 8,889 e-books and/or audiobooks were checked out through the online app Libby, and 33% of Winchendon residents held a Beals library card.

Libraries are more relevant than ever, and are a critical part of a healthy and thriving community. They offer so much, including innovative programs, social support, and a civic space where members of the community can meet to discuss the issues important to their lives.

On top of all that, the Beals Memorial Library is on the National Register of Historic Places, and is an architectural gem that we all should be proud of and work to protect.

Please remember when you head to the polls to vote on Monday, May 5th, that the value the Library holds as a resource to the taxpayers of Winchendon is enormous, and I am proud to say that the Beals Memorial Library costs Winchendon residents significantly less to operate than other North Central Mass towns of similar population size.

Honk, Honk, Beep, Beep! It-s Time for a Truck-Tastic afternoon! Join the Beals Memorial Library at the Old Murdock Senior Center on Saturday, May 3, from 2:00 PM to 4:00 PM for a fun-filled community event that allows individuals to interact closely with a variety of trucks, emergency vehicles and more without the lights, sirens, and horns!

This is event is designed for individuals who are neurodivergent, on the autism spectrum, or have other special needs, and their families, regardless of age, and is a part of the Beals Library-s "See Beyond the Spectrum" Initiative. Noise reducing ear muffs/headphones and fidgets will be available for use if needed.

Officers Flagg and Maynard Receive Commendations from Winchendon PD

On April 18, the Winchendon Police Department issued this statement:

"Officer Tracy Flagg and Officer James Maynard were presented commendations for their outstanding lifesaving efforts on March 25th, 2025. A man collapsed at the Clark Memorial YMCA. He was unresponsive and had no detectable pulse. Officer Flagg who happened to be at the Clark, off duty, immediately began directing Clark staff to assist while she initiated CPR and the application of an Automated External Defibrillator (AED). Officer Maynard, who was on duty, responded to the scene as well and immediately began assisting with the resuscitation efforts. The AED detected a shockable heart rhythm, and two shocks were administered. The patient, whom moments before was completely unresponsive and had no detectable pulse, was speaking with EMS staff upon being secured in the responding ambulance. If not for the leadership and decisive actions of both officers in this instance it may not have had such an exceptional outcome."
